The Maldives Reform Movement (MRM) engaged us to create a foundational strategic plan to navigate its key political and organizational challenges. As a relatively new party, MRM faced significant hurdles, most notably a small member base, which made it ineligible for public funding, and a weak public relations footprint. Our process was rooted in a highly participatory approach, involving extensive stakeholder consultations with party leadership, members, and external bodies.
We conducted a full environmental analysis, including PESTLE and SWOT, to identify core strategic issues. The final plan is built around five primary goals: attracting and retaining members (with a key target of 10,000), acquiring diversified funding, leveraging technology for inclusion, enhancing brand visibility, and improving internal governance. The plan outlines clear strategies for financial independence through commercial activities, a research-based public relations plan to communicate the party’s values, and operational frameworks to ensure transparency and accountability.
- Stakeholder-Driven Strategy: Facilitated a deeply collaborative process, conducting numerous interviews and workshops with internal and external stakeholders to build consensus and ensure the plan reflected the party's core values.
- Membership Growth Roadmap: Designed the central strategic action plan focused on achieving the critical 10,000-member threshold required for public funding, detailing specific campaigns, island visits, and engagement activities.
- Financial Sustainability Model: Developed a comprehensive financial plan outlining strategies to diversify income streams beyond private donations, including the creation of new commercial activities and investment funds.
- Public Relations & Branding: Plan Created a detailed public relations plan with a research-based, ethical approach, defining content strategies and social media operations to build a strong, recognizable, and trusted political brand.
- Governance and Risk Framework: Delivered a complete operational plan, including administrative structures and a robust risk register with mitigation strategies, to enhance the party's governance, transparency, and accountability.
